As winter approaches, you may be looking for ways to cut your energy bills. The good news is that the U.S. offers tax credits for many energy-saving home improvements. The bad news: You have to act fast—some of those credits are expiring on Dec. 31. What you need to know:

What improvements are covered by the expiring credits?

Homeowners can get a tax credit for installing certain wood or pellet stoves; energy-efficient furnaces, water heaters and air-conditioning systems; insulated roofs, windows and doors; and wall and ceiling insulation. The tax credit covers 30% of the purchase costs, up to $1,500. (For a full list, check the Energy Star website at www.energystar.gov.)

Is the installation cost covered?

The cost of putting in heating and air-conditioning systems, water heaters and biomass stoves is, but installing new windows, doors, roofs and insulation isn't.

Can I use the tax credits for improvements in a vacation home?

Sorry, no. The improvements qualify for an existing home that is your primary residence, even if it is a houseboat or mobile home. But rentals, vacation homes and new construction aren't eligible.

With time short, what improvements make the most sense?

Upgrading your heating and cooling, which can be as much as 50% of the average home's energy bill. If your furnace or boiler is more than 10 years old, this may be the ideal time to replace it. All improvements must be in place and equipment in service by Dec. 31 to qualify for the tax credits.

What improvements can be done relatively cheaply?

Adding insulation. If you choose to insulate just the area where your family spends most of their waking hours, for instance, the cost will be low but your family will be much more comfortable. And often insulation is a do-it-yourself project, so you save on labor costs.

Not only are contractors available, but many of them are using the expiring tax credits as a marketing tool, according to the National Association of the Remodeling Industry. Many of the contractors have the equipment and materials ready to go, and you'll be helping workers in an industry badly hit by the recession.

Will a new dishwasher get me some tax credits?

Appliances don't qualify, but appliances carrying the Energy Star seal will help reduce your energy bill. Also, many states and local utilities are offering direct rebates—no need to wait for tax returns—on some appliances. Check www.energysavers.gov to see details of programs in your state.

Might the program be reinstated for future tax years?

Legislation has been introduced to extend the tax credits, but experts say it is unlikely Congress will pass it before the end of the year.

Will I be able to handle this on my tax return without having to call on an expert?

The form is simple. Just make sure you save the manufacturer's certificate that states the equipment or service is eligible under the program. If not available with the product, the certificates can also be found on the websites of the manufacturers.

I'm subject to the alternative minimum tax. Will I still be able to qualify for this tax credit?

These credits can be used to offset the AMT, says Gary R. Price, tax partner with Sensiba San Filippo LLP, an accounting firm in the San Francisco Bay area.

Are there any tax incentives for rooftop solar-power systems?

Yes, and they are far more generous. Federal tax credits for solar-energy, small residential wind turbines and geothermal pump systems cover 30% of all costs—installation included—with no upper limit. These are good on both primary homes and vacation homes, new construction or otherwise. And they don't expire until 2016.

Big home remodeling projects may not be worth the investment

If you're considering a major home-renovation project, think long and hard about what you want to do and how much it will cost - especially if you plan to sell your house and think your improvements will boost the price enough that you'll cash in.

These days, it doesn't work that way, especially in a housing market like the Philadelphia region, with 13.9 months' worth of available homes, given the current pace of sales.

Each house for sale today is competing with 48,000 others. In October, only about 2,000 homes were sold.

"I advise painting - paint is cheap - and taking up old carpets if there is hardwood underneath, and a good, general cleaning," said Cheryl Miller, an agent at Long & Foster Real Estate's Blue Bell office. "Anything else isn't going to have any guarantee of return on investment."

Pricey items bought for personal enjoyment are more " 'lifestyle' choices - not investments in the property," Miller said. "Sometimes, the seller gets it, sometimes not."

As Prudential Fox & Roach associate broker Mark Wade sees it, "The two most important ingredients to getting top dollar is cleanliness and a decluttered look.

"Often, the emotional impact of the way a property shows is equal to, or more important than, the amenities," Wade said.

If a seller is making improvements, they have to be the right ones. Perhaps just new appliances or a new sink, said Ruth Feldman of Weichert Realtors/McCarthy Associates in Philadelphia.

"A new kitchen or bath with the wrong layout or amenities will hurt the sale," she said.

"If a new deck or finishing the basement will expand the space in a very small house, then that might make sense or be worth the money, even if [the sellers] don't see the exact dollar return, as it would make a big impact."

In a continuing climate of tight credit, getting the money to pay for home improvements is difficult, unless your pockets are very deep.

"The home-equity loans and lines of credit are just fancy names for a second mortgage, and that market is a bit tough," Philadelphia mortgage broker/Realtor Fred Glick said.

"Most banks are still going up to 80 percent loan-to-value, and I actually have one lender that will do 85 percent," he said. "But credit must be very, very good, and full income documentation is a must, along with a real appraisal that needs to be done, not just a drive-by."

The old fashioned home-improvement loan? Very hard to come by, Glick said.

Remodeling has slowed nationwide. Architects were hit hard as real estate sales dwindled after the home buyers' tax credit expired June 30. And the index used by the American Institute of Architects to measure future spending on construction fell in October after rising in September, the first increase since January 2008.

Reluctance by lenders to provide credit and the sluggish economy "are the main impediments to a revival of the design and construction industry," said Kermit Baker, the institute's chief economist.

If it has been four or five years since the last major renovations to your house, experts recommend doing things to make it a nicer place to live today - but not to overdo it.

Not surprisingly, as buyers expect more for less and are reluctant to do wholesale renovations themselves in these tough economic times, the paybacks on remodeling projects are relatively modest.

According to Remodeling magazine's annual Cost vs. Value Report, the best way to spend big home-improvement money in the Philadelphia area is on an attic-bedroom remodeling, which will recoup 76.8 percent of its cost.

A project like that can run an average $61,186 for a 15-by-15-foot space with a 5-by-7-foot bathroom.

There are no guarantees, of course. And, as a general rule, real estate agents say, smaller changes that show better bring more reliable returns.

Spending just $1,500 on a new garage door will return $1,168, or 79.8 percent, when you sell the house, according to the Cost vs. Value Report, which is based on interviews with real estate agents and remodeling contractors. A steel entry door costing $1,440 will return 74.4 percent.

Garage and entry doors fall into the category of "deferred maintenance" for many homeowners.

"Catching up with deferred maintenance is money well spent because this is the area that causes offers to come in lower than what the market will bear," said Noelle Barbone, office manager of Weichert Realtors in Media.

If a seller has invested a lot of money installing a deck where one was necessary, Barbone said, "I would tell the seller that the deck would make a great marketing tool we would advertise to separate their home from the competition.

"But it is doubtful it will dramatically increase the current value of the property."

"About The House" Home Improvement and Repairs Column

Q: My home is always cold during the winter months. Can you suggest some simple and inexpensive tips for winterizing my home?

A: If your home is equipped with old fashioned single pane windows, remove the screens and install the storm windows as soon as possible. Upgrading from single pane windows to double pane energy efficient thermal vinyl windows will garner significant energy savings. Up to $1500 in energy tax credits are available until December 31, 2010. If you can't afford to replace your old windows now it would be smart to set aside savings and replace a few windows at a time next year. Consider the clear plastic window insulation kits as a temporary fix. They are very inexpensive and easy to install.

Your home's entry doors are a problem if they are warped, do not fit tightly and leak air around the frame. Consider replacing them with modern steel insulated doors.

To check for air leaks around your doors and windows, hold a lighted candle a few inches from the frame and slowly move the candle around the frame's perimeter. If the flame flickers, air leaks are present. Some air leaks may be sealed with spray foam insulation or caulk.

Improve your attic insulation to a minimum of R-38 which is the current energy efficient standard. If the "R" values are confusing, simply increase the level of insulation to 12 inches in height. Unfaced (no paper backing) fiberglass insulation can be added on top of existing insulation. You will be rewarded with lower energy bills and a warmer home.

Install an insulation blanket around your hot water tank to save about 10% of water heating costs. A recirculating pump connected to a timer saves money because the water continually circulates through the system. This results in warm water being instantly available, rather than running the faucet for several minutes waiting for the warm water to reach the faucet. A timer can be set for peak usage hours in the morning and evening.

Install a programmable thermostat. The thermostat can be programmed to lower the heat during the day while homeowners are at work and automatically increase the heat at night. No need to keep the house warm when no one is home. Programmable thermostats can save nearly $200 during a typical winter season which more than pays for itself.

Have a professional inspect the furnace. Replace the furnace filter every 30 days. Lubricate the furnace motor if required. Remove any stored items and clutter from around the furnace and hot water tank. If the ductwork travels through a cold basement, garage or attic, be certain to wrap the exposed ductwork with insulation. A home with central heating can lose up to 60% of its heated air before that air reaches the vents if the ductwork is not tightly fitted and well insulated.

Nov. 25, 2010 - Traditionally known as places to pick up lumber and paint, home improvement stores are becoming holiday shopping destinations.

And today, the day after Thanksgiving, they're expecting big crowds of people in search of items for decorating their homes and yards, as well as gifts for do-it-yourselfers and weekend tinkerers.

Shoppers heading for places like Lowe's and Home Depot will join the throngs hitting stores of all kinds today, one that has come to be known as Black Friday because retailers count on holiday season profits to put their annual books in the black.

Home Depot, Lowe's and other home improvement chains have widened the floor space for natural and artificial Christmas trees, lighting, yard displays, ornaments, wreaths and poinsettias.

"Between 2004 and 2009, sales of our holiday decorative items grew 217 percent, and it will grow even more this year," said Home Depot regional vice president Tim Wilkerson.
Home Depot expects to sell more than 2 million live trees this season, Wilkerson said, noting a shift in preference from artificial to natural trees.

Lowe's, too, has a wider assortment of Christmas decorations and other holiday items.

"We've become a destination for stocking-stuffer gifts priced under $10 and $5," said Lowe's spokeswoman Colleen Carbott. For example, a Black & Decker 10-piece nut driver set is under $5, she said, and a MagnoGrip magnetic wristband grip for holding nails and screws is under $10.
Open at 5 a.m.

Both Home Depot and Lowe's open at 5 a.m. today and feature Black Friday specials.

"Home improvement stores have been selling trees and decorations for a long time, but what's different is the increased focus on the holidays and how items are more themed for the season," said Brian Dodge, a spokesman for the Retail Industry Leaders Association, a trade group that typically represents large retail companies.

"At the register, small impulse items like tape measures might be marketed as stocking-stuffers," Dodge said, "and gift cards have holiday logos. If you go to their websites, you'll see holiday wish lists."

Home improvement stores also are marketing higher-priced products like appliances as Christmas gift items.

In the old days they were called "hardware" stores, Dodge said, and the change to "home improvement" reflects their evolution. "They've become more of a family affair, and retailers recognize the importance of offering a more diverse product assortment," he said.
One-stop shopping

People like going to one place for everything they need, he said, and it makes sense to entice them to make their holiday purchases when they may have come in the store for lumber or screws.

"Home improvement stores are adding more holiday merchandise to their mix and it's a wise decision — it's a way to spike business," said Howard Davidowitz, chairman of Davidowitz & Associates, a national retail consulting and investment banking firm in New York City.

Wilkerson said Home Depot set up its Christmas merchandise earlier this year, beginning the second week in September.

Ninfa Marquez, a cashier who lives in the Spring Branch area, visited her neighborhood Home Depot on the Katy Freeway recently to buy yard displays.

"They have good prices, and they have everything," she said.

Do home remodeling projects payoff?

As a real estate agent one, of the questions we are asked all of the time is how to improve or change a home in order to increase its market value and appeal to buyers.

There are a few basic tenets: use neutral colors, make sure the home has curb appeal from the outside and de-clutter the home. However, much of the general advice is subjective. Fortunately, there is an annual study provided by Hanley Wood that adds a quantitative analysis to what can be a subjective process. According to the Remodeling 2010-11 Cost vs. Value Report (costvsvalue.com), only two of the 35 most popular home improvement projects will return more than what was spent on them.

The two projects, based on data and costs for the Los Angeles area, that will return more than what is spent on them for a midrange home are replacing the garage door and replacing the entry door with a steel entry door.

The reason these two are more likely to return more than what is spent on them is because their estimated costs are lower than any other home improvement projects analyzed in the report.
A new garage door estimated cost is $1,609, and it adds an estimated $1,647 to resale value.

An entry door replacement estimated cost is $1,520, while it adds an estimated $1,701 to the resale value.

Per the report, one of the worst expected returns is a sunroom addition. With an estimated cost of $89,059 and an estimated addition to resale value of $44,360, adding a sunroom is not the way to get a return on your investment.

On a national level, the cost vs. value ratio has been on the decline for the last four years. Between 2006 and 2009, the estimated project costs rose sharply while resale value estimates remained stable.

This year, costs dropped more than 10 percent, returning to pre-2007 levels, but resale values dropped even more – a 15.8 percent slide that is the steepest decline in an eight-year period. However, the Pacific region, which includes our Irvine area, has continued to outperform most of the United States due to the higher resale values.

Poll finds Britain’s worst home improvement ideas

People looking to undertake a home improvement project may want to avoid installing a built-in bar or a mock fireplace, according to a new poll.

The survey, carried out by Post Office Mortgages, asked what the worst design fads of the last 30 years were, with almost a quarter of respondents opting for the drinks feature as their number one furniture turn-off.

Those who still have an avocado bathroom may also want to consider making changes, as the style featured highly on the list of worst interior fashion trends, along with artex walls and exposed brickwork.

Mike Cook, head of mortgages at the Post Office, suggested old-fashioned interiors could be a crucial factor for homeowners looking to put their property on the market.

"Whilst some prospective buyers will always see past out-dated decor, sellers who still cherish features such as built-in bars and artex walls might want to consider making some modernisations to appeal to the rest," he said.

However, with lower house prices encouraging first-time buyers back to the market, those hoping to move may be encouraged by the report's finding that under-34s are the least likely to be put off a house by an outdated interior or dodgy DIY projects.

Setting Up Home with a Beanbag

Moving into your first apartment can be fun and it can be daunting. I know when I first moved away from home to go to college; I did not have enough money to buy a lot of furniture that would probably end up getting trashed if I was going to have parties.

The furniture I was looking for:

* Needed to be durable to stand up to the knocks of a single student,
* Must be inexpensive because I didn’t have money to spare on such luxuries,
* Had to be way cool, hey I was going to be the man. Old-fashioned furniture would never do.
* It needed to be comfortable. Let’s face it, in between partying I needed to relax.

I had a beanbag in my room at home growing up. I knew how comfy they were but this was different, I was furnishing my whole apartment in large colorful beanbags.

Beanbag furniture is very popular around campuses, the ideal furniture for a student and I’m glad I bought mine. More than once I praised myself on my foresight.

Cleanup after a weekend was a breeze. Unzipping the washable covers and a quick trip to the Laundromat was all it took to get them looking like new and ready for the next onslaught.

Are you setting up home for the first time? If you are, bean bag furniture is definitely the right furniture to get. After I graduated, I still had my beanbags and toted them half way across the country to my first ‘real’ job.

I was glad I had them; I changed apartments seven times in the first two years and moving beanbag furniture is a whole lot easier than dragging large recliners up and down several flights of stairs – and they don’t scratch the paintwork.

I gave up my beans bags to a friend many years later when I married and she still uses them in the kids’ rooms. I missed those bags for a long time.

The beanbags are a lot better now than they were when I first bought mine. They seem to be a lot more comfortable. If you thought bean bags were comfortable when you were young, think twice as nice. Now they are sooo comfy.

Beanbag furniture just lets you sink into it but it is still structured. Beanbag chairs are formed like an armchair without legs so you can sit upright because of the support provided in the shape or you can just slouch back.

I never sit in the recliners anymore; beanbag furniture is much more comfortable.

If you are looking for informal, durable furniture for that first apartment, for the den or for the kid’s room, you may want to consider beanbag furniture. There are so many different pieces in a multitude of colors and materials, you will be spoiled for choice.

A home is not a home until it has at least one piece of bean bag furniture in it.
