The tax credit covers 30% of the purchase costs, up to $1,500. In October, only about 2,000 homes were sold.&lt;br /&gt;&lt;br /&gt;"I advise painting - paint is cheap - and taking up old carpets if there is hardwood underneath, and a good, general cleaning," said Cheryl Miller, an agent at Long &amp; Foster Real Estate's Blue Bell office. "Anything else isn't going to have any guarantee of return on investment."&lt;br /&gt;&lt;br /&gt;Pricey items bought for personal enjoyment are more " 'lifestyle' choices - not investments in the property," Miller said. "Sometimes, the seller gets it, sometimes not."&lt;br /&gt;&lt;br /&gt;As Prudential Fox &amp; Roach associate broker Mark Wade sees it, "The two most important ingredients to getting top dollar is cleanliness and a decluttered look.&lt;br /&gt;&lt;br /&gt;"Often, the emotional impact of the way a property shows is equal to, or more important than, the amenities," Wade said.&lt;br /&gt;&lt;br /&gt;If a seller is making improvements, they have to be the right ones. Perhaps just new appliances or a new sink, said Ruth Feldman of Weichert Realtors/McCarthy Associates in Philadelphia.&lt;br /&gt;&lt;br /&gt;"A new kitchen or bath with the wrong layout or amenities will hurt the sale," she said.&lt;br /&gt;&lt;br /&gt;"If a new deck or finishing the basement will expand the space in a very small house, then that might make sense or be worth the money, even if [the sellers] don't see the exact dollar return, as it would make a big impact."&lt;br /&gt;&lt;br /&gt;In a continuing climate of tight credit, getting the money to pay for home improvements is difficult, unless your pockets are very deep.&lt;br /&gt;&lt;br /&gt;"The home-equity loans and lines of credit are just fancy names for a second mortgage, and that market is a bit tough," Philadelphia mortgage broker/Realtor Fred Glick said.&lt;br /&gt;&lt;br /&gt;"Most banks are still going up to 80 percent loan-to-value, and I actually have one lender that will do 85 percent," he said. "But credit must be very, very good, and full income documentation is a must, along with a real appraisal that needs to be done, not just a drive-by."&lt;br /&gt;&lt;br /&gt;The old fashioned home-improvement loan? Very hard to come by, Glick said.&lt;br /&gt;&lt;br /&gt;Remodeling has slowed nationwide. Architects were hit hard as real estate sales dwindled after the home buyers' tax credit expired June 30. And the index used by the American Institute of Architects to measure future spending on construction fell in October after rising in September, the first increase since January 2008.&lt;br /&gt;&lt;br /&gt;Reluctance by lenders to provide credit and the sluggish economy "are the main impediments to a revival of the design and construction industry," said Kermit Baker, the institute's chief economist.&lt;br /&gt;&lt;br /&gt;If it has been four or five years since the last major renovations to your house, experts recommend doing things to make it a nicer place to live today - but not to overdo it.&lt;br /&gt;&lt;br /&gt;Not surprisingly, as buyers expect more for less and are reluctant to do wholesale renovations themselves in these tough economic times, the paybacks on remodeling projects are relatively modest.&lt;br /&gt;&lt;br /&gt;According to Remodeling magazine's annual Cost vs. Value Report, the best way to spend big home-improvement money in the Philadelphia area is on an attic-bedroom remodeling, which will recoup 76.8 percent of its cost.&lt;br /&gt;&lt;br /&gt;A project like that can run an average $61,186 for a 15-by-15-foot space with a 5-by-7-foot bathroom.&lt;br /&gt;&lt;br /&gt;There are no guarantees, of course. And, as a general rule, real estate agents say, smaller changes that show better bring more reliable returns.&lt;br /&gt;&lt;br /&gt;Spending just $1,500 on a new garage door will return $1,168, or 79.8 percent, when you sell the house, according to the Cost vs. Value Report, which is based on interviews with real estate agents and remodeling contractors. If the flame flickers, air leaks are present. Some air leaks may be sealed with spray foam insulation or caulk.&lt;br /&gt;&lt;br /&gt;Improve your attic insulation to a minimum of R-38 which is the current energy efficient standard. If the "R" values are confusing, simply increase the level of insulation to 12 inches in height. Unfaced (no paper backing) fiberglass insulation can be added on top of existing insulation. You will be rewarded with lower energy bills and a warmer home.&lt;br /&gt;&lt;br /&gt;Install an insulation blanket around your hot water tank to save about 10% of water heating costs. A recirculating pump connected to a timer saves money because the water continually circulates through the system. This results in warm water being instantly available, rather than running the faucet for several minutes waiting for the warm water to reach the faucet. A timer can be set for peak usage hours in the morning and evening.&lt;br /&gt;&lt;br /&gt;Install a programmable thermostat. The thermostat can be programmed to lower the heat during the day while homeowners are at work and automatically increase the heat at night. No need to keep the house warm when no one is home. Programmable thermostats can save nearly $200 during a typical winter season which more than pays for itself.&lt;br /&gt;&lt;br /&gt;Have a professional inspect the furnace. Replace the furnace filter every 30 days. Lubricate the furnace motor if required. Remove any stored items and clutter from around the furnace and hot water tank. If the ductwork travels through a cold basement, garage or attic, be certain to wrap the exposed ductwork with insulation. For example, a Black &amp; Decker 10-piece nut driver set is under $5, she said, and a MagnoGrip magnetic wristband grip for holding nails and screws is under $10.&lt;br /&gt;Open at 5 a.m.&lt;br /&gt;&lt;br /&gt;Both Home Depot and Lowe's open at 5 a.m. today and feature Black Friday specials.&lt;br /&gt;&lt;br /&gt;"Home improvement stores have been selling trees and decorations for a long time, but what's different is the increased focus on the holidays and how items are more themed for the season," said Brian Dodge, a spokesman for the Retail Industry Leaders Association, a trade group that typically represents large retail companies.&lt;br /&gt;&lt;br /&gt;"At the register, small impulse items like tape measures might be marketed as stocking-stuffers," Dodge said, "and gift cards have holiday logos. If you go to their websites, you'll see holiday wish lists."&lt;br /&gt;&lt;br /&gt;Home improvement stores also are marketing higher-priced products like appliances as Christmas gift items.&lt;br /&gt;&lt;br /&gt;In the old days they were called "hardware" stores, Dodge said, and the change to "home improvement" reflects their evolution. However, much of the general advice is subjective. Fortunately, there is an annual study provided by Hanley Wood that adds a quantitative analysis to what can be a subjective process. According to the Remodeling 2010-11 Cost vs. Value Report (costvsvalue.com), only two of the 35 most popular home improvement projects will return more than what was spent on them.&lt;br /&gt;&lt;br /&gt;The two projects, based on data and costs for the Los Angeles area, that will return more than what is spent on them for a midrange home are replacing the garage door and replacing the entry door with a steel entry door.&lt;br /&gt;&lt;br /&gt;The reason these two are more likely to return more than what is spent on them is because their estimated costs are lower than any other home improvement projects analyzed in the report. &lt;a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://images.onset.freedom.com/ocregister/article/lcigum-b78725236z.120101126132405000glortg0a.3.jpg"&gt;&lt;img style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 300px; height: 225px;" src="http://images.onset.freedom.com/ocregister/article/lcigum-b78725236z.120101126132405000glortg0a.3.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;/span&gt;A new garage door estimated cost is $1,609, and it adds an estimated $1,647 to resale value.&lt;br /&gt;&lt;br /&gt;An entry door replacement estimated cost is $1,520, while it adds an estimated $1,701 to the resale value.&lt;br /&gt;&lt;br /&gt;Per the report, one of the worst expected returns is a sunroom addition. With an estimated cost of $89,059 and an estimated addition to resale value of $44,360, adding a sunroom is not the way to get a return on your investment.&lt;br /&gt;&lt;br /&gt;On a national level, the cost vs. value ratio has been on the decline for the last four years.
